From 22 to 28, September, 2019, XXIII INCOSAI was held in Russia. Russian President Vladimir Putin attended the opening ceremony. The congress saw some 600 delegates from more than 160 countries and international organizations. Hu Zejun led the Chinese delegation to the congress.

Hu Zejun, in the capacity of Chair of Congress Theme I: Information Technology for the Development of Public Administration, directed the theme panel discussion, and co-chaired the discussion session of the outcome document of XXIII INCOSAI: Moscow Declaration, together with Mr. Kudrin, Chairman of INTOSAI, and Ms. Kraker, Secretary General of INTOSAI. In the capacity of the Secretary General of ASOSAI, Hu Zejun delivered the ASOSAI work report to the Congress.

In the meantime, Hu Zejun made a keynote presentation on combating corruption to the side event jointly hosted by INTOSAI and the UNODC, participated in audit leadership meetings of BRICS countries and China-Japan-Korea cooperation, met with Secretary General of ARABOSAI in the capacity of Secretary General of ASOSAI, held bilateral meetings with 10 heads of SAIs including SAIs of Pakistan and the U.S., and signed cooperation memorandums with 3 SAIs including SAI Turkey.
