The XXIII General Assembly of OLACEFS was hosted in Santiago, Chile from 8 to 12 December 2013. This congress brought together the heads of 19 member SAIs of OLACEFS, as well as the representatives of SAIs of Austria, China, France, Portugal, Spain, South Africa, USA and various institutions like GIZ, IDI, OECD, UNODC, IDB, OAS, WORLD BANK, etc for jointly rejoicing the 50^th Anniversary of the establishment of OLACEFS.

Mr. Zhou Weipei, has attended the congress as the special representative of Mr. Liu Jiayi, Auditor General of China and Chair of INTOSAI’s Governing Board. He delivered the Message of Mr. Liu to OLACEFS at the opening ceremony of the congress right after the speech given by President of the Republic of Chile, Mr. Sebastian Pinera. In this message of Mr. LIU, the Chinese saying "Friendship knows no distance, a thousand miles is but a heartbeat away," was quoted to describe the friendly exchange and cooperation between China and Latin American countries. The message then extended the congratulations to OLACEFS for its past achievements of promoting Latin American and Caribbean supreme audit institutions in experience and knowledge sharing as the pioneer and model of regional cooperation and exchange among supreme audit institutions. The message also conveyed the introduction about the XXI INCOSAI which has just been successfully concluded in China in October, 2013, with the special focus on Beijing Declaration on Promotion of Good Governance by Supreme Audit Institutions endorsed.

After four successful days of working sessions, Santiago Declaration was endorsed, and along with other outcome products, marking the success of this genreal assembly and the achievements of OLACEFS during the past 50 years.
