On May 25, 2016, Dr. Heinz Fischer, the Federal President of the Republic of Austria, conferred "Grand Decoration of Honour in Gold with Sash for Services to the Republic of Austria"to Mr. LIU Jiayi, in acknowledginghis outstanding contributions in the capacities of Auditor General of China, Chairman of INTOSAI's Governing Board as well as the member and Chair of UN Board of Auditors.

The president highlighted in his speech, some of the efforts rendered by Mr. Liu Jiayi in promotion of cooperation between SAIs of China and Austria, strengthening of SAIs' role to promote national governance and in the context of the United Nations, and enhancement of INTOSAI with its reorientation to adapt to the globalization trend. The success of the XXI INCOSAI in Beijing, and "Beijing Declaration" endorsed in this congress, and the United Nations General Assembly resolutions regarding SAIs have been outlined as some of the highpoints which have proved the cooperation among members of INTOSAI and increased the reputation of Mr. Liu as Chairman of INTOSAI's Governing Board.

Mr. Liu Jiayi expressed his gratitude to the President for conferring this grand honour to him and the SAI of China. He also emphasized that he would continue to promote the role of INTOSAI in global economic governance and the implementation of SDGs in the 2030 Agenda for Sustainable Development, as well as enhance the cooperation between SAIs of China and Austria.

This Decoration of Honour, established in the year of 1952 by the National Assembly of the Republic of Austria, is conferred upon the proposal by Dr. Josef Moser, President of the Austrian Court of Audit and Secretary General of INTOSAI.
