INTOSAI Working Group on Big Data Work Plan 2017-2019

Based on its Terms of Reference, the INTOSAI Working Group on Big Data (hereinafter referred to as WGBD) has developed a three-year work plan for the period 2017-2019. It defines the main activities WGBD will carry out in the next three years in three aspects.

I. Meetings and seminars

1. Symposiums and seminars

A seminar on challenges and opportunities faced by supreme audit institutions (SAIs) in a big data world is to be held in April 2017.

A seminar on how practices of big data and audit help promote sustainable development is to be hosted in 2018, which will provide a opportunity for SAIs to share case studies and experiences on how to use big data and accelerate data disclosure in order to facilitate sustainable development and good governance.

A seminar on changes in audit management in the era of big data is to be convened in 2019, which will host discussions on how SAIs should adapt audit approaches and organizational modes to transformations in the big data era.

2. Working group meetings

WGBD will host its meetings annually. The first WGBD meeting will be held in April 2017 in China, which will determine the WGBD terms of reference, work plan and research projects.

  The hosts of working group meetings in 2018 and 2019 shall be determined after consulting with member SAIs.

II. Research projects and publications

  • From the year 2017, WGBD will organize research projects on changes within SAIs in the era of big data. The topics shall be determined by WGBD members.
  • The research projects should focus on the applications of big data as well as changes and best practices in various SAIs’ audit approaches, organizational modes and audit results.
  • WGBD will publish research papers with guiding significance at certain stage of the research.

III. Cooperation and communication

  • Support cooperation at the regional level and amongst member SAIs. Besides face-to-face meetings, WGBD encourage all members use information technology (e–mail, Website forums, video conferences, et.al.), to communicate in timely, efficient and effective manner.
  • Encourage member SAIs to utilize the INTOSAI KSC-IDI Community-Portal to discuss topics of interest and share information.
  • Strengthen cooperation with INTOSAI Capacity Building Committee (CBC) to facilitate the capacity building activities concerning Big Data.
  • Increase external cooperation. WGBD plans to invite INTOSAI Development Initiative (IDI) and ISO PC295 (audit data collection) to join the WGBD as observers in 2017.
  • Take into account results from 24th UN/INTOSAI Symposium 2017 on “Digitalization, open data and data mining: relevance and implications for SAIs’ audit work and for enhancing their contributions to the follow-up and review of SDGs” where the Chair and Vice Chair of the WGBD will be actively involved.
