The Role of CNAO in International Audit Arena

Since its founding, CNAO has established friendly and cooperative relations and maintained close exchanges in various forms in the field of government auditing with more than 150 countries. CNAO signed bilateral agreement of cooperation (or Memorandum of Understanding) with 32 supreme audit institutions worldwide. In the arena of international audit, CNAO is an active member of the International Organization of Supreme Audit Institutions (INTOSAI) and the Asian Organization of Supreme Audit Institutions (ASOSAI), and has conducted various activities of multilateral exchange and cooperation under the framework of INTOSAI and ASOSAI respectively.

   CNAO, in its own preparatory phase, joined INTOSAI in May 1982. In November 2007, CNAO became a member of the Governing Board of INTOSAI (its tenure will last until 2022). Auditor General of China took the position as the First Vice-Chairman of the INTOSAI Governing Board in November 2010.

In October 2013, CNAO successfully hosted the XXI INCOSAI in Beijing with 587 participants from around the world. Premier LI Keqiang attended the opening ceremony and delivered a speech. At the congress, Mr. LIU Jiayi, Auditor General of China, assumed the Chairmanship of the INTOSAI Governing Board (for the period of 2013-2016). The Congress approved the Beijing Declaration and officially issued some documents including 12 ISSAIs (International Standards of Supreme Audit Institutions) and INTOSAI GOVs (INTOSAI Guidance for Good Governance), etc.

At present, CNAO is the Chair of the INTOSAI Supervisory Committee on Emerging Issues, member of a lot of committees, working groups and task forces under the four Strategic Goals of INTOSAI including: Steering Committee for INTOSAI-Donor Cooperation, Professional Standards Committee and its Steering Committee, Working Group on Environmental Auditing and its Steering Committee, Task Force on Strategic Planning, and so on. CNAO hosted in recent years meeting and other events for the Working Group on IT Audit, Working Group on Environmental Auditing, Professional Standards Committee.

   In September 1983, CNAO joined ASOSAI and served several terms in its Governing Board. CNAO served as the Chair of ASOSAI twice for the periods of 1991-1994 and 2006-2009 respectively.

CNAO is now the Chair of ASOSAI Working Group on Environmental Auditing (WGEA). In its capacity as the ASOSAI WGEA Chair, CNAO hosted and organized 5 seminars and working meetings on environmental auditing.

   In April 2012, the 2nd Meeting of the Heads of Supreme Audit Institutions of the Participating States of the Shanghai Cooperation Organization (SCO) was held in Shanghai.

   Ever since 2002, CNAO has held a total of 13 International Audit Training Programs/Seminars, providing training services for around 300 auditors from Asia, Europe, Africa and Oceania, with the participating countries accounting for 90% of the SAIs in Africa and 80% of the SAIs in South Pacific region.

   In November 2007, the Auditor General of China was elected as a member of the United Nations Board of Auditors (UNBOA) with a term of 6 years from July 1, 2008 to June 30 2014. Auditor General of China worked in the capacity of Chairman of the UNBOA during the period of January 1, 2011 to December 31, 2012.

In July 2013, Mr. LIU Jiayi, Auditor General of China, was awarded a United Nations Peace Prize at the UN headquarters in New York, in recognition of his auditing work for UN peace-keeping operations.

    In November 2014, Organizations of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) awarded Mr. LIU Jiayi, Auditor General of China,  the Order of Merit of Oversight in the Americas.
