Ms. QIN Boyong, Deputy Auditor General of CNAO, met with a six-member delegation headed by Ms. Elena M. Shipileva, Deputy Head of the Office, Account Chamber of the RussianFederation (ACH) on 28 February 2017 in Beijing. The delegation was on a study visit on the topic of CNAO’s experience in hosting the XXI INCOSAI in 2013.

Ms. QIN Boyong extended a cordial welcome to the Russian delegation, and gave an overview of CNAO’s organization of the XXI INCOSAI. She also pointed out that the China-Russian comprehensive strategic partnership of coordination has developed at a high level, featuring equality, mutual trust, mutual assistance, common prosperity and generations of friendship, bringing tangible benefit to both peoples and making positive contribution to peace, security and stability in the region and the world. In respect of government auditing, the two SAIs have exchanged high-level visits, and jointly initiated the cooperation mechanisms for SAIs of the participating states of Shanghai Cooperation Organization (SCO) as well as for leaders of BRICS SAIs, which have both obtained fruitful results.

Ms. Elena M. Shipileva expressed gratitude to CNAO’s support to the ACH’s bid for hosting of the XXIII INCOSAI in 2019. She sang high praise of CNAO’s efforts in making the XXI INCOSAI in 2013 a successful and memorable event for the INTOSAI community, and indicated her intention to learn from CNAO’s valuable experience and lessons learned, which could serve as excellent reference to the hosting of the XXIII INCOSAI in Moscow in 2019.

The Russian delegation also had work meetings with representatives from the CNAO Department of International Cooperation on topics including the XXI INCOSAI’s organizational and conceptual frameworks, management and protocol arrangements, agenda and programme coordination, main themes, internal and external liaison, communication and translation/interpreting. A field trip to the venue of the XXI INCOSAI was also arranged.
